Yes. Thornton City Code Sec. 70-106 makes it unlawful for the owner, the owner's agent or the tenant to let snow or ice stay on the adjoining sidewalk for longer than 24 hours from the time of the last accumulation, and the city may remove it at their cost. The city's 311 page says residents and businesses are both responsible, including every public sidewalk that lines or adjoins the property.
Thornton plows primary routes such as Colorado Boulevard, Washington Street and 104th, 120th and 136th Avenues first, then secondary routes. Residential streets are plowed only in a Class III storm, which the city defines as lasting more than 24 hours with more than 9 inches of snow. Even then, they get one pass down the middle, not curb to curb.
You do. The City of Thornton says it does not remove or haul away snow, and clearing the windrows its plows leave across driveways is the resident's responsibility. Ask your contractor whether a return trip for the windrow is included. It is often the heaviest snow of the storm.
Each city writes its own code. Northglenn's Sec. 9-11-15.5 gives 48 hours after snow, sleet or freezing rain stops, and lets you sand ice that is too hard to remove and clear it when the weather allows. Thornton's Sec. 70-106 and Westminster's City Code 8-1-10 both give 24 hours. Check which city your property is actually in.
Often only the common areas. Some metro districts list snow removal as a service (Heritage Todd Creek Metropolitan District does), but many associations leave your own walk to you. The Cherrywood Park 3 HOA, for example, says each homeowner clears their own sidewalks within 24 hours and the HOA clears only listed frontages. Read your HOA or district rules, then fill the gap with a contract.
Freeze and thaw. The City of Thornton says that after major snow events the melt flows into shaded areas and refreezes. Northglenn's normal January high is 48.0°F and its normal low is 19.0°F (NOAA), so slush from the afternoon can be ice by morning. Clear down to the pavement and keep shaded spots treated.
A seasonal contract locks in your spot on the route and a set price for the winter. Pay-per-visit means you pay only when it snows. Northglenn, next door, averages 44.8 inches of snow a season and about 15.6 days a year with an inch or more (NOAA 1991–2020 normals), but some winters bring far more. If you can't wait for a callback after a big storm, a seasonal spot is usually the safer bet.
Before the first snow. The National Weather Service puts the average date of Denver's first measurable snow on October 19, so fall is the time to get on a route.
Keep snow on your own property, not in the street or on the sidewalk. Thornton's Sec. 70-106 lets the city remove snow and other obstructions deposited on a street or sidewalk at the cost of the property it came from. The city also asks residents to shovel snow onto sun-exposed parts of the lawn, not into roadways and bike lanes, so it doesn't freeze in the gutters.

Ask whether the quote uses rock salt, a treated blend or a pet-safe product. The City of Thornton encourages eco-friendly and pet-safe deicers because salty runoff can damage lawns and storm sewers.
Many do. Industry group SIMA reports that more than half of snow and ice businesses are also lawn and landscape providers, and the average operator earns 37% of revenue from snow. The same crew that plows in January may mow, clean up and plant the rest of the year.
